Microsoft Outlook places the cursor at the top of the quoted text to enable the respondent to work his way down through the text, inserting his replies at the appropriate points AFTER the original text, and trimming all superfluous quoted material. I thought that was fairly obvious. You are giving both MS and its users way too much credit in the thinking department. "It's the default setting" is the one and only correct answer to the question.
