Don't the police and other services use the APCO phonetics?

Radio communications around the world have adopted the 1955 NATO phonetic alphabet. And now it's the ICAO alphabet. Says so in more places than I can count. The U.S. military adopted the NATO phonetic alphabet in 1955. Not good enough for you? Tsk, tsk.
