I saw the prelude to the entire IBOC debacle from the inside. IBOC is a brazen scam. Its primary purpose -- the purpose for which it was designed -- was to preserve the vast signal superiority of the higher-power FM stations over their lower-power FM, and AM, competitors. It was designed specifically to _prevent_, as much as possible, any increase in relative signal quality or coverage on the part of the lower power and AM licensees that might otherwise have occurred. In achieving this goal, IBOC has been quite successful. It has, however, been totally unsuccessful in achieving any of its other highly-touted goals. In the process, it has ruined reception for many thousands of listeners who wanted to hear some of the weaker, but formerly perfectly listenable, stations. The failure (and fraudulent nature) of IBOC, and the earlier failure of AM stereo (and the frauds and self-deception that plagued that debacle, too), are symptomatic of the steep decline of what used to be the most technically advanced society on Earth.
