That's not an unreasonable view.

Eventually the allowable digital power is going to be raised to a level
where it really does cause unacceptable interference with analog, even
locally. So far, if you're listening to local stations, within their
protected contour, you're highly unlikely to notice any interference (at
least there have been no valid incidences of it that have been reported
to the FCC), but for long distance listening there can be issues. Alas,
just as getting away with operating components far beyond their maximum
ratings for years, then getting a batch that works only slightly beyond
their maximum ratings, there was never any guarantee to these stations
that they could operate beyond their protected contour forever.

I saw the prelude to the entire IBOC debacle from the inside.

IBOC is a brazen scam.

Its primary purpose -- the purpose for which it was designed -- was
to preserve the vast signal superiority of the higher-power FM
stations over their lower-power FM, and AM, competitors. It was
designed specifically to _prevent_, as much as possible, any
increase in relative signal quality or coverage on the part of the
lower power and AM licensees that might otherwise have occurred.

In achieving this goal, IBOC has been quite successful.

It has, however, been totally unsuccessful in achieving any of its
other highly-touted goals.

In the process, it has ruined reception for many thousands of
listeners who wanted to hear some of the weaker, but formerly
perfectly listenable, stations.

The failure (and fraudulent nature) of IBOC, and the earlier failure
of AM stereo (and the frauds and self-deception that plagued that
debacle, too), are symptomatic of the steep decline of what used to
be the most technically advanced society on Earth.

You've gotten that perfectly right. A scam right from the start.
Luckily, IBOC has been a failure, as far as consumers are concerned,
and only 150 FM-HD stations have expressed interest in raising power
(only 3 have gone full -10db). So, the vaunted power increase has been
a complete flop. At least now, Struble/iBiquity and the automakers are
under investigation, and I hope that Struble is eventually prosecuted
for criminal fraud. The law firms will at least get him on civil
fraud. Expect class-actions from consumers and broadcasters. I'm sure
many radio listeners have abandoned listening, as IBOC slowly destroys
our airwaves. Listeners will just turn elsewhere for entertainment. I
hope that the corrupt FCC, NPR, and NAB get dragged into the
investigations.
