problems, not realizing they are part of them, this results in them
transporting the problems to a new area ...

You see the above on a smaller scale when people leave the city to
escape the problems and go to the smaller towns. *They end up enacting
the same ordinances, rules, laws, actions, styles, mindsets, etc. which
caused all the problems in the first place! *Soon, the place they left
is no different that the place they are ...

- ruled by the Spanish at*the top and
- non-white mestizo are at the bottom.

The Mexico "People" are more 'diverse' than that.
