aliens would show up asking to get their "birth certificate" which the
clerk
would check the records, find the data entered, and happily issue a
certified copy of a Birth Certificate that didn't' exist, except in the
computer on fraudulent data.

Nothing to do with this case. Hawaii released the original record
filed in 1961.
