I have to confess - I am baffled at why you'd want to see it.

I speak a little Spanish, and I can tell you that, between the bodice-

please tell us specifically which programming you would like carried
as a subcarrier that is not carried elsewhere. Maybe SSL classes?

TV in many areas : In some areas Spanish Language
Programming is the 'most-watched'. It is in these areas
that Spanish Language Broadcaster should use the SAP
Channel and provide an English Language simulcast of
the programming.

2 - Every Spanish Language Program that is Broadcasted
should be on the SAp in English. But the process could
be 'Phased-in-Over-Time" :
First - The Prime-Time Family Hours 7-10 PM
- - - Especially the Telenovelas {Novelas}
NOVELAS = http://en.wikipedia.org/wiki/Telenovela
WORLD TV = http://www.telenovelas.gr/worldtv/english.htm
Example the Spanish Language "Betty La Fea" has
become the English Language "Ugly Betty"
Second - All the News and Information Shows
Third - All Children's Programming
Fourth - All Daytime Programming : Talk Shows,
Game Shows, ETC.
Fifth - All Movies especially the American Movies which
were originally in English an already have an English
Language Sound Track. (What Could Be Easier !)

3 - "SSL" - ¡ Claro Sí !
SSL = Spanish as a Second Language (SSL) Classes

It's about Greater Programming Diversity {Leading to
Cultural Understanding} and Equal Access to all forms
of Broadcast Media for English-Only-Speakers in Areas
where they are in-fact a Minority to assure that they
are not being marginalized because of their Limitations
from 'only' being able to Speak a single Language.
{Human Rights For All - Including English-Only-Speakers}

It's About Fairness and Equality For All Peoples . . .

Now I understand. Some language services for which there is no demand
should be provided to give you a false sense of equality and
balance. Yours is an inherently unfair proposal though, because you
are omitting many many equally valid two-way translations.

We should provide:
Uzbek to Spanish and vice versa.
Slovak to Cambodian and vice versa.
Farsi to Wu and vice versa.
Lithuanian to Hawaiian and vice versa.
Qawiaraq to Yoruba and vice versa
etc.

Indeed why don't you busy yourself this slow sunday by figuring out
how many two language translation permutations there are. Then figure
out who will pay for it all.

Once you have finished then consider why it is often important to
limit our choices to the ones that will result in some value.

Same reason other ethnic minorities can make fun of white people on TV
where as if we do we're in jail.

Why would anyone want to watch that second rate crap anyway? Except
for the titty shows, they're good.
