Anyone can walk down the street and use it. The news groups are not registered with a city like real estate because it is virtual property and yes there is an organization of news group owners. These are private business arrangements between people and I am not at liberty to name the members. No need to worry about some kind of conspiracy here as this is just business. The business arrangements are registered with Internet domain name registrars and can be accessed by people of standing and that does not include you as far as I know. It's not quite on the level of the need to know but people do value their privacy. You can understand that I hope because you are an amateur operator and not just anybody.
