It COULD be a 'Which came first, the chicken or egg' situation, but it isn't. There is an outside influence acting on this otherwise vicious circle. We have to accept that the possible advertisers have done their homework and know the type of audience they are targeting. If there is no targeted audience, there won't be sales, thus causing the No Programming. Now, if an adventurous and deep pocketed Station owner decided to make outrageously good programming that attracted a desirable audience, the sales money would follow. That takes time and is always risky. People tend to forget that TV and Radio DO try sell something. The product they are selling is YOU, the listening audience. They are selling the viewer/listener to the advertisers.
